Land Use, Zoning, Entitlements and Housing – Special Real Estate Development Issues Affecting Adults who are Older or Disabled. Our speaker, Sheri L. Bonstelle, is a prominent expert on land use, zoning and entitlements, including CEQA litigation. Senior housing and eldercare facilities are in high demand in Southern California, but there are often legal and political challenges for constructing them in our community. Sheri will outline the rules and guidelines for developing eldercare projects and other types of development that support affordable housing for seniors. She will provide examples of recent developments, and discuss strategy and political support for this much needed use. She will also address the legal challenges in court under CEQA and other regulations.
